Interim Recruitment Consultant- Human Resources

Reference no: TL 0006 EFA3 / 1

Pay rate: £135 per day PAYE

The post holder will be responsible to provide high quality recruitment consultancy, support and advice to managers ensuring delivery of recruitment campaigns in line with SLA’s and specifically agreed campaign milestones.

Key responsibilities:

Create value to the business through responsive recruitment services and the delivery of cost effective results whilst maintaining agreed service levels to the customer and working with HR Delivery to develop solutions to barriers to improvement or deliver of effective service.
Effective liaison with TfL’s Preferred Supplier list to ensure best value is being delivered for TfL and meeting
TfL’s non-permanent labour requirements as defined in the Strategic Resource Plan.
As required, effective liaison with external organisations and institutions in delivering high quality graduate, apprenticeship and other placement schemes for TfL and continuously improving the credibility and reputation that TfL has established and off-site meetings to deliver requirements.
Responsible for developing, and demonstrating, a proactive and responsive approach to recruitment and candidate management and maintain a visibility profile within the business, working closely with HR Delivery to deliver recruitment solutions to the business.
Provide consultancy to line managers in respect of campaign design, candidate attraction, selection and assessment appropriate to designated job markets and sectors.
Establish regular planning, progress and campaign evaluation reviews with recruiting line and ensure alignment with resourcing strategy.
Understand business recruitment requirements as defined by the People Planning & Organisation
Effectiveness Team (Resourcing Policy & Strategy) and implement effective recruitment campaigns to meet business needs. Identify non-standard attraction and selection design requirements and define solutions.
Design and deliver assessment tools in order that candidates can be assessed within objective selection processes against agreed criteria that are aligned with the resourcing strategy.
Use e-recruitment system to manage end to end recruitment campaigns, showing respect for the integrity of the data and support line managers in short-listing and selection decision making.
Plan, monitor and evaluate recruitment campaigns with line managers and input learning to continuous improvement activity including the effective execution of the activities defined through project milestones and activities.
Ensure all corporate policies, standards and agreed
Coach managers on selection techniques and standards and on effective use of recruitment technology.
Ensure that all aspects of the employment experience is positive, understood and continuously improving to deliver engaged employees and a higher performing organisation and therefore the successful delivery of TfL’s performance objectives

Experience & Knowledge / Technical skills

Experience and expert knowledge of Recruitment best practice and full understanding of the recruitment lifecycle and the ability to deliver within it
Expert knowledge of Recruitment employment legislation and TfL recruitment practices processes and technologies employed.
Ability to plan, manage and deliver successful recruitment campaigns
Ability to influence at a senior level, including successfully facilitating joint decision-making
Experienced in Supplier Management and Internal consultancy
Project management skills
Level A & B BPS Occupational testing certification
CIPD membership or equivalent relevant professional qualification- desirable
